I already have, twice now. I've even shown you why I think it's two clues for two separate things while you keep insisting that it's one clue for one thing, without explaining your reasoning. Hey Salty Boss, is it the one where we count the alphabet on our fingers (I had to use my toes to get to 11) and the letter K = 11 = ACE? So the KSFO radio station sign is both; the riddle of "Sounds from the sky, near ace is high." And what’s more, if we use your first and last words, At = A = 1 and kept = K = 11.

1st half: Sounds from "the sky". Words selection is intentional for the double meaning.
Radio waves is the 1st meaning that fits the description.
How about the second meaning?
“Look! Up in 'the sky'! It’s a bird! It’s a plane! It’s Superman!”
In this context, "plane" fits. Planes make sounds in the sky. And they are concentrated at airports.
So, you have Sounds From plane. SF airport or SFO.

2nd half: Near ace is high.
Simple number to letter substitution.
Ace high is 11, K.

So, put the two halves together and you get: SFO near K
K is high, over SFO.

This is also hinted to/confirmed by the First/last words of the verse, At/Kept. A/K or 1 and 11 or ACE.
