This is the first time I really looked at Image 12. Is there a gem in the water below the lady. I found a Russian Orthodox Church in Brooklyn.

I'm using these 4. Based on more traditional methods. My opinion only. Your mileage may vary.

Ralph Bunche Park's longitude is just below 74 so the range would be 73/74.

Are you in NYC Kang? A picture looking through the narrow path of the Peace Form One (PF1) would be awesome.
Trying to figure out which side of the planter is the dig spot; "from the middle of one branch of the ν".
If the right edge of the v planter is visible through PF1 then X would be middle of that side. If not then the side at 11 o'clock near the "more".
"Take twice as many EAST steps as the hour", this may mean 18 steps not 22.
We already know the clock represents the calendar month November.
Roman numerals on the clock, short of having a literal Roman clock-face match at the location could mean Roman calendar.
November (from Latin novem, "nine") was originally the ninth month on the Roman calendar.
In this area there are 18 steps eastward to the v planter. The other 24 point north.

Unfortunately, I'm about an hour away from Manhattan and haven't been there in a couple of years.
I don't see myself going there soon, but if that changes, I will let you know.

Cool, thanks. we found an image on Flickr that I think do the trick. This puts the planter at about 11 o'clock position of the gnomon.
The spot closest to "MORE" would be our spot. It's also a less conspicuous spot to dig than the sidewalk side of the planter.

Also the eagle in the image has often been compared with a seagull because of it's wings and feet. BTW it's feet are pointing to Manhattan on the blue church map.
So speaking of seagull, Marc Chagall has stained glass windows in UN called Peace Window (1964). Here's one of his work in Israel. I thought the panels were interestingly close to the shape of the window in the image.

Very interesting. Marc Chagall was born in Russia, and as you mentioned, worked on the UN headquarters in NY. That ties NY to Russia along with the shape of the windows. Might be something to this, or it might just be a coincidence - keep digging. Nice find.

Well thanks. Stronger connection to this park and Soviet is the Sharansky Steps He was named in the dedication section of the Secret. This was during the cold war and he was a refusenik activist in Soviet Union. Peace is the theme. Google image 'Lady of peace' or 'queen of peace' and you'll notice a lot of resemblance to the image.
